Why not just try Screen?
It's relatively simple, and to be honest alot less cumbersome than minicom.
Here's my Screen usage:
TMPDIR="/uml/portage-staging" screen -d -m -S "staging-uml"
/misc/staging/linux-2.4.31
ubd0=/home/uml/staging-uml.cow,/misc/staging/portage-staging.gentoo.img
eth0=tuntap,staging-uml mem=256M umid=staging-uml con0=fd:0,fd:1 con=pty
the con0 and con entries do the magic. Try changing your con entry to
/dev/ptyp0 maybe? Or use Screen if your not attached to using minicom
and just use stdin/stdout.
I'm not an expert by any stretch of the imagination, but I know what
works for me.

Can someone reproduce this? I tried several kernels and root filesystems
but they all seem to have it.

This would apply only to root logins, and what you describe would be
anyway a
PAM bug, but it's worth trying.
