When I set up quotas in a UML, I have to run quotacheck and manually
specify the quota format. (Look at the -F switch.) For some reason,
the quota tools don't select the correct format on their own when
inside UML.

Once you've used quotacheck to create the quota files, future quota
runs will see the existing files and automatically select the format
you chose.
