So the question is: "How to duplicate an already configured instance 
effectively?" 

I see 4 options:

1) The backup module can help with that. See 
https://documentation.magnolia-cms.com/display/DOCS/Backup+module. You can take 
a backup of a public and then restore a copy of it using the backup script.

2) Use the synchronization module. See 
https://documentation.magnolia-cms.com/display/DOCS/Synchronization+module. 
Basically you install the module into the instance you want to copy. Then you 
set up another blank public elsewhere. Then you use the module to synchronize 
them.

3) Public to public activation. On the existing public you can configure a 
subscriber configuration to point to the new public and simply activate the 
content over. 

4) Just simply copy the database schema and repo and point your new public to 
the copies.
