If you click the 3.2.4 fix version number on 
https://jira.magnolia-cms.com/browse/MGNLIMG-168 you'll find that this version 
is indeed not released yet.

I think the easiest solution right now would be to use a workaround: don't use 
the default image variation, but configure your own image variation which does 
not force the output format to JPEG and use that.
