Hi Michele, With Magnolia 5.4, we introduced a "new" Resources app. @Nils it has been showing resources from classpath, file-system & JCR ever since, as per the loading cascade. The Resource Files app is just an evolution of this app, which we released last week, with Magnolia 5.4.3.
Mind that the page you found on the wiki is a UX concept, not all of it is implemented. Re: deletion, I'm assuming you're actually talking about *classpath* resources (served physically from the FS via the IDE). We have a known issue that we are currently addressing: https://jira.magnolia-cms.com/browse/MAGNOLIA-6338 (mentions template scripts but is valid for any CP resource). Meanwhile, deleting resources from the file-system works (i.e. those under magnolia.resources.dir).
