I guess you have 2 options: 1) back-notification: you have to back-link public instance to author. But not a good idea. 1.a) maybe is better a cluster workspace..
2) author polls public instances: form produces a queued message, and author instance (scheduled job?) polls public instance(s) queue to consume the message and produce a Pulse item Option 2 is quite easy and scalable without clustering handling.. Option 1 (with cluster) can be done for real-time approach (on author, you can observe that cluster worskpace..)
