I did not set the availability in site definition. I tried <your-site>/templates/availability/templates/yourTemplate and still didn't see my template. Then I added it ti default. I am now able to see my template in the 2nd and third level. Still not in the first but I will keep working on it. Thank you for your help, you really put me in the right direction.
