Template availability in STK is a bit complex.
To understand the complete logic have a look at 
info.magnolia.module.templatingkit.sites.TemplateAvailability#isAvailable.

5.3.x versions:

To summarize: stkArticle belongs to templateCategory CONTENT. You can add 
CONTENT pages only, if the parent page is of category SECTION, CONTENT, FEATURE 
or FUNCTIONAL.
