IMHO, you can bring back to life OpenWFE simply migrating old modules to new 
Magnolia. With some customization of page app, and linkage to Magnolia Pulse, 
you will be able to have a simple wfe in Magnolia 5. 
I think about 3/4 days of work + testing / bug fixing.

Alternative: you can "simulate" a 4-eyes workflow with ease just overriding 
some app actions in a CE. We have a working example of it, running on 5.2.4. 
4/8 hours of work.
For editors: 
- just change the "publish" action to a "send notification to publishers" + 
some meta data (editor asking publishing).
- additionally, you can have a dialog open (enter your message: ...)
- a pulse message / task will appear in Pulse to publishers

For publishers
- double clicking on the task message, they will be brought to page preview
- they publish with standard action + back-notification (via Pulse) to the 
editor who started the workflow.
- they can even reject (another action): this is only a notification to editor

This is just an idea..
