Hi Peter, You're right on all those points, currently actions can only be disabled, sections can only be hidden and PagesEditorSubApp still has section availability hard-coded in. :#
I agree permissions should work consistently across the whole UI (we also have similar permission settings for apps and app groups). I'll check how we can react on that and will keep you posted. Until then, I'm afraid the disabled state is the easiest way.
