I would make scrollbars akin to the old World Of Warcraft scrollbars, where when clicking above or below the elevator box, it didn't simply page up or page down, like any normal person expected it to. Oh no, it moved the elevator box to the place where you clicked, which meant you had to guess where the thing you were looking for *might* be, then take your best shot! Of course they did have arrows, but they scrolled something like 1/3 of a line at a click. It took 10 years to fix that.
