If you go for Android it is trivial to build and distribute. There are no restrictions, you can email the app or supply a web download link, or put it on a public server. Apple is more restrictive, so you'd need to get the UUIDs of everyone who will use the device, or else pay for an Enterprise license, or else put it in the App Store.

If you want to create the stack I'd be happy to build it in Android for you, and show you how to do it yourself if you like. It isn't difficult.
