David, I saw this late being not regularly here. The answer is: You can do this by computing the vertices and draw them over the arc (or draw also the arc by yourself as "polygon").
The computed points can be separated by cr&cr in order to be unconnected. If you wish to use them as "handles" then compute from the 'grabbing'-movements the resulting changes of the 'connected' arc.
