Sounds to me like 'relayerGroupedControls' may have been set to true? Otherwise I can't imagine it would be swallowed whole by the next lower-layer group.

Is this what is supposed to happen?? If so, then BOOOO!!! It's my humble 
opinion that nothing should be added to a group unless I explicitly tell it to 
be. Moving an object backwards and forwards should only happen within the group 
the object is in, or else outside of any group.
