Confirmed here in OS X Re-layering groups is really "scary" at the moment. It's such a challenge that the only way I'm able to successfully move a group is to look up the layers of all objects/groups in the application browser (aka "revolutionApplicationOverview") and then manually set the layer of the group (via msg box) to a number that is either above or below in between of any other group.. even then it doesn't always work as I hope…
Definitely needs work… Dragging up and down in the PB also yields odd results.
