The user would still need to download and install it, so the problem is
the same whether they install a different brower or a PDF viewer app.
It gets worse, as the default web browser can be different on every
device; straight vanilla Android always has Chrome installed, but
Samsung ships with their own "Internet" app, HTC ships with their
version, etc. The ability to completely customize Android is both a
blessing and a curse.
