I changed this years ago in a custom frontscript:
on tabKey
if controlkey() = "down" then
if the tool = "pointer tool"
then choose browse tool
else choose pointer tool
else pass tabKey
end tabKey
This toggles the browse and edit tools with Control-Tab. If any other
tool is selected, it will toggle the tool to Edit.
