It would probably be useful to include reference to GPLv3 somewhere in
there, and perhaps an enhancement request to the RQCC would move that along.
But the distribution license doesn't change the copyright ownership.
Whether using GPL, any other open source license, or any proprietary
license, the copyright always belongs to the creator of the original work.
Indeed, it's that copyright ownership that makes defining terms of
distribution possible.
Only explicit transfer to the public domain eliminates copyright
ownership of original works.
