If you are using a Mac go to the Mac App store and do a search for icon. You will find quite a few apps for making icons.
Some of them make cost a few dollars but the time saved and options may be worth it. They will provide you with the ability to make and icon for desktop or mobile apps and do do things like making rounded corners.
