It appears that the servers have been under intermittent DDoS attack for the last several days.
The team has been implementing safeguards against it, but now and then the attack changes apparent origin so the safeguards have to be updated.
At the moment this list archive, the forums, RQCC, and the main site all appear to be working efficiently.
