Hi Bill. I don't know if that's doable within Livecode. If not, perhaps you can use an external source. A site such as http://www.fromtexttospeech.com/ may have an API where you can send the text and get back a url to download your wav file.
On the Mac side, looks like many people have used Applescript to save audio files from texttospeech.
