I first noticed this in LiveCode, which isn't surprising given how much time I spend in it. But lately I've also noticed it in Firefox and other apps.
A little Google foo turned up this Mozilla bug report in which Comment #15 confirms it's an Apple bug, with the rest of the discussion there focused on ways of trying to work around it (with sadly limited success):
