The message means that the recipient's server is rejecting the email, and with a frequency that suggests there may be a problem with the recipient's account beyond the scope of anything the sender can do, so the sender simply stops attempting to send.

There may be many reasons why a mail server would reject an incoming message, so you'll need to review your spam settings and/or discuss this with you server admin to determine what's happening there.
