Check the mode of the stack - if it's 4, then it's a palette.
You may also want to make sure the raisePalettes property is set to
true; in most versions (for reasons I don't understand) it's off by
default.
And equally mystifying is that the Gnome project has never defined a
unique window style to visually distinguish palettes, so even with the
raisePalettes set to true they're somewhat odd on Linux since they have
unique behavior yet look like all other windows.
