If you add a plugin and want to get it going without restarting LC is pretty simple. I'm doing it from the message box..
go invisible stack "revplugineditor" wait 1 tick with messages close stack "revplugineditor" after which, any new plugins added to your folder should appear in the plugins list. I'm sure with some digging it'd be possible to figure out what to "dispatch" to the stack, but this is quick and easy, and works.
