On OSX 10.9.3 I found that Ctrl+Alt+ right click on finder in the doc gives you the ability to relaunch finder. Now that I found out after playing with suggestions that Option+right click is supposed to work. You can also Force Quit Finder and relaunch.
I think a long time ago Finder was thought of as never needing this "refresh" function but times change.
