I build custom controls, externals and libraries. This looks like it fits into the custom control category. I charge $100 per hour, bill weekly, and expect payment in 15 days. For something like this, I am willing to quote a fixed price and delivery, if a first phase comes up with a good definition and analysis of the problem.
