Leave the 'delayTouches' as is for now and try setting canCancelTouches
to false. If this does not work, try removing or setting the
delayTouches to false.

This sounds like the behavior experienced in the following bug report-

The suggested workaround for now is to try using "mobileControlSet" to
set the canCancelTouches property of the scroller to false
