Peter, Here in Brazil, carrier still give you discounted rates on phones if you apply for a long term plan. They may still give you a locked phone but they must unlock it if you ask. So in effect, all phones are a step away from being unlocked. Still, you're locked to the carrier because of long term contracts (1 year or 1.5 years).
