MPEG-2 isn't really an option. Only systems that have DVD-ROMs, and DVD-Video playing software, would be able to play MPEG-2. In the Windows world it's not unusual for people to find illegal ways around that, and on Mac you have the option of buying the $20 MPEG-2 playback component, but overall I don't think you can assume that MPEG-2 will be available.
