I'm still not sure what was going on but I think I've finally figured out what to do re iCloud.
In my wife's case, she has an iPhone and a laptop so I really don't see any point in using iCloud - she'd just be sending data out to iCloud only for it to be dragged back down to her laptop. If she had an iPad or some other computer, it would make sense to use iCloud. To say nothing of the fact the laptop would have to be on Lion to access iCloud. I've set her up to sync wirelessly directly to iTunes on her laptop which seems to work just fine. What I can't figure out is why Apple requires the iPhone to be plugged into a power source to do this, when you can sync to iCloud without that requirement.
