I think this is a common behaviour of many Windows programs, maybe even on MacOSX. The programs read such settings among other settings like installed fonts, installed printers when the programs start. At least i noticed this behaviour here with many other programs like our ERP system, some graphic/design tools and so on. If it´s the best way, i do not know, but we learned to live with it and it´s not such a big problem for us.
