Doesn't make sense, but a line has to have a minimum height or width of 2 pixels. Perhaps at some point it was determined 2 pixels was the minimum space needed for clickable control handles, but that's just a guess. Otherwise, 1 pixel lines will always need at least one dimension to be two pixels.
