It's behaving as expected, partly for HC compatibility. In HC when you
copied a card, the background went with it. Menus are almost always
background groups, so they are included in a copied LC card. The only
difference between LC and HC behavior is that you can have more than one
background behind a card in LC, so when you copy the card, you get them all.
