For better or for worse, the design team don't use this list any more; they do 
most of their work on the Design wiki (https://wiki.gnome.org/Design/) and on 
#gnome-design on IRC, where you will find plenty of work-in-progress designs 
and their rationale on which you can comment. Allan and Jon also post design 
updates on their blogs (<http://afaikblog.wordpress.com>, 
<https://blogs.gnome.org/mccann/>) which are also open for comments.

In an ideal world there would perhaps be a single place where all the design 
work they do could be perused and discussed, but until then I'd certainly 
encourage anyone with a strong interest in the design and usability of GNOME to 
seek out and participate in those channels.
