When I think of 'good text formatting', I think LaTeX.  It also can use
some very good chart packages.

That might be a bit overkill though.  If the primary concerns are a) to
present the data in a usable manner, and b) to provide easy access to
this data then why not XHTML and CSS?

Just a thought :)
