It makes sense to have a consistent way of interacting with them.
However, there are a lot of ways they can be used where there haven't
been many experiments, so I would state there should be some room for
future revision in whatever is decided upon.
What would be more difficult is to find a means of organization that
applications such as OpenOffice and Eclipse could retain all of their
features, but maintain simplicity.
Tabs assist complex use of a simple program. Complex programs still need
simple use. Closest thing to accomplishing this, unfortunately, is

Hey all,
I'd really like to see some consistency in the way tabs are implemented
in GNOME applications. I've started reviewing existing Bugzilla
discussions about tabs and summarising them here:
http://live.gnome.org/TabImplementation. I'm hoping that, once this is
done, it might be possible to develop some common guidelines.
If this task is a) futile and/or b) dumb, could someone please tell me?!

Not a bad idea but it will be important to make some changes so that the
recommended way for developers is also the easiest way to program.
A search through the list archives should throw up some previous
discussions on the subject and maybe save you some time.
