First, because whether a spatial interface is appropriate depends on 
the collection being navigated, not on the application, and (except in 
the case of rare mental conditions) not on the user. Making the setting 
global would make it useless.

And second, because nobody -- whether developers or users -- would know 
what the setting meant. You included. :-)
