This bug was fixed in the package libmp3tag-ruby - 1.0-3ubuntu1

libmp3tag-ruby (1.0-3ubuntu1) jaunty; urgency=low
* Build-Depend on ruby1.8 and ruby1.9 so that they can be queried for the
install directory. If they are not available then mp3tag.rb is installed
to / in all binary packages. (LP: #291410)
