I would like to +1 this, but maybe for a different reason than others:

There are some apps, such as those written in Java, where pinning to the
launcher doesn't work. When you click the pinned icon to launch it, it
pulses for a while but nothing happens. Presumably it doesn't get the
correct command line. Obviously fixing this would be best, but being able
to pin icons to the dash would be a useful stopgap.

In addition, it would let you pin the same app with various different
command lines -- maybe you often compare the same two directories with Meld
or something.
