Are you referring to this? http://tools.ietf.org/html/rfc6109
It is an (embarrassing) tentative of Internet standard for a
(pseudo-)technology that is used only in Italy for special tasks like
communicating with governmental authorities. I think (and hope) it will
never ever be used outside of Italy, because it is just much restrictive
and gives very few values.
