You mean whether you can have the menus on the panel and in the window decorator at the same time? Nothing prevents it. For now, though, I think the idea is that you choose whether you want menus on the panel when the window is not maximized, or if you want them in the window decorator. I suspect, once you're already going to have a choice, it'll also be possible to display the menubar (old-style) if you want to. But that's pure speculation on my part. As far as I'm aware, there's been no discussion about removing global menus. In thar regard, this is an extra option. But this doesn't really exist in public yet, so nothing is certain.
