Talking to people, or reading on the web, I see people who likes and dislikes global menù. The firsts don't give principally a reason, that I summarize in this thought:
each time I have to use a menù, and I do it with the mouse, I have to move to the top bar and select there the voice, covering "long distances" with mouse and wasting time and so on... This is said principally by professionists, programmers, physicists and so on. In fact Gnu/Linux is very used in the scientific world. On the other side, global menù is very usefull since it merges two bars (one for hardware/configuration and the other for the program you are using) in one only, saving time, improving beauty of de. It could make sense, in my opinion, to use a hybrid behaviour, in this sense: ordinary (old) menù when a window is not maximized, so that you can move mouse in short distances; global menù with maximized window, saving space and so on... What do you think?
