Those changes were proposed weeks ago, some nearly a month ago, and they didn't change the default Launcher configuration. What is being proposed here is a much more intrusive change, a change to default settings, and much closer to the release date.
It's a good idea and worth pursuing, but it's late for this cycle, target it for 12.10.
