Bug description:
If the PIN in SIM card is locked modem initialisation in ofono fails.
The problem is that in huawei's notify_sim_state() sim_state with
value is also zero when sim is locked.
An ugly workaround is to disable sim query from the card, for example
with a gsm phone.
