This sort of failure to perform input validation and/or escaping is also a sign of bad software engineering in general. I recall an important CGI form of my university refusing to let me submit because I input an ASCII double quotation mark into a paragraph text field, and I don't think the person who I reported it to cared. Lack of knowledge of Unicode is likely not the root of such issues :-) (Is that good or bad?)
