Bug description:
  Please add Recommends: va-driver-all

  A Feature Freeze Exception was granted in LP: #2104050 to allow libva2
  to change its Recommends: va-driver-all to Suggests so that libva2 can
  be moved to main for Ubuntu Desktop.

  Every other Ubuntu Desktop Flavor ships libva2 but does not have an
  explicit dependency on va-driver-all. Therefore, to ensure we avoid
  regressions, every Ubuntu Desktop Flavor should explicitly add
  Recommends: va-driver-all to their plucky seed and upload their
  metapackage to plucky.

  If I am reading the output of seeded-in-ubuntu correctly, this change
  should be made to the non-minimal seed/metapackage except for Xubuntu
  where it should be made for the minimal seed. I did not individually
  check this detail though.

  LP: #2104050 has block-proposed set so we are waiting on all the
  flavors to complete this work to allow the updated libva package to
  migrate out of plucky-proposed.
