Installer no longer launches on live session start

Bug description:
Beta 10th April. On the 8th April the ISO launched the installer
correctly.
This no longer happens with the 10th April ISO. The change here is
that the livecd-rootfs hard-coding of the old ubuntu-budgie-installer
has been removed. For some reason the new installer is not
immediately ready on startup.
Not a beta showstopper- but will need more investigating and some
tentative uploads here to fix probably.
