Aha. It seems that this is specific to VGA outputs. I've run into bug #600116 (filed separately to attach all the relevant information and because it's different hardware) performing the steps with a VGA connector attached, but not a DVI/DisplayPort connection.
In this case, dmesg ends up full of lines like: [ 674.521262] [drm:i915_hangcheck_elapsed] *ERROR* Hangcheck timer elapsed... GPU hung [ 674.521307] [drm:i915_do_wait_request] *ERROR* i915_do_wait_request returns -5 (awaiting 1520 at 52) indicating a GPU hang.
