Your last part intrigued me. It is very odd because the values seem to affect each other. So, I tinkered with mine.
I use a 1280x768 resolution. My old MaxX,MaxY values were 12550,7650. So I switched them, making it 7650,12550 and the motion on the X-axis DEcelerated in the same way that the X Accelerated before, making only ~50 of the vertical screen usable.
